Looks like a VT sea green slate. A hook ladder should provide access to the chimney for inspection.

That chimney should be rebuilt and reflashed,not pointed.
A competent slater should be able to stage the roof properly for your mason to do his work,then reflash the roof.

Is there any way to protect a slate roof when you need to provide non-slate roof professionals access to your roof? I need to have a chimney inspected and possibly re-pointed but am afraid to let them on the roof. (Can anyone identify the slate on this roof from the picture?)chimney
