Is it a common practice to use poured concrete as a ballast over an EPDM membrane (on a plaza deck)? I'm seeing problems manifesting where the concrete is affecting the scuppers traveling through parapet walls, thus creating a swimming pool effect on some plaza decks. Is it just crappy workmanship, or a problem inherent to the system?
